This is another one from Anchorage dock. The board was put up so that anyone who wants to sell anything can place it there. The life vest I'm not too sure about.
It was cold that day so not many people around. It was also around 9pm on a week day so I guess thats another reason.
You can see there is a big anchor in the background, I'll post another photo of it soon.
